There are 3 differences: The notch next to the 1/4" tripod thread is gone, metal sheet on battery door and most important a 990 mAh Sony battery.
Here's a comparison incl. battery test and image comparison:
 
have chinese Z23L and have similar battery runtime like international ( about 80-83min depends of battery i use) , even with 2K with 30mbps bitrate, so there should be no difference in battery runtime between both if compared by identical revisions.

Didn't had a Chinese Z23L to compare, early version had some kind of battery drain issue.
 
Because of quality control, not battery itself.
