Seems a strange setup, a couple of USA citizens raising $50,000 on a crowdfunding website to fund a GoPro beating action camera that is already made by a company in Shenzhen China who have the mission statement:

Well, that is pretty much how GoPro started, so maybe not so strange!

So, it looks like "abs technology" (the company you linked in Shenzhen) registered the Gimboo brand name (the indiegogo campaigned Camera).

And if you look at the timeline...look like a simple presale to me.

I'd say, nice idea. Camera a bit bulky though.

lots of these campaigns are run on products that exist or are coming to market anyway, a way to generate interest maybe

I'd say, nice idea. Camera a bit bulky though.

not sure about the waterproof case though, can't see that bubble in front of the camera not having some sort of side effect on the image

Or to find out how many to make, or zero if there is not enough interest.
And if you look at the timeline...look like a simple presale to me.
With a presale, if it doesn't happen then you would expect your money back, with a crowdfunding you can expect to loose it. They are not quite the same thing.

Domes seem quite popular for underwater, but the marketing for this is all land based.

The lens is quite close to the "glass" and stays the same distance as the gimbal moves, so much of the effect of the glass can be removed in firmware by lens corrections, as long as it is always used in it's case.
 
The bigger issue I think with Indiegogo is even if they don't make their target amount they get to keep the money anyway, even higher risk than Kickstarter where they have to at least make the target to get anything

As to the waterproof case the lens may be a set distance but I'd expect making that type of housing with consistent optical performance across the entire field of view would be quite a challenge
