Mine takes approximately 5 seconds to enter parking mode after the ignition is turned off. The LED flashes blue but it's fairly dim. WiFi continues to work in parking mode for at least 15 minutes. Sent from my moto x4 using Tapatalk

My camera is the Mini 3, not the 3c so maybe that's the difference?? The Apple "geniuses" ran me off a few years ago so I don't have an iOS device to test with. I don't recall what the default voltage setting was when I installed the camera.
