how do people add text and icons?

hi peeps when users upload dashcam footage i notice many add text or icons to draw attention to incidents can somebody please explain how this is done.

I use windows movie maker a lot to just add simple texts in my videos, it is pretty simple to do.
There should be lots of guides and examples / tutorials on youtube on this matter too.
