I recently purchased a SGZC12SG
as well as the rear camera SG89U

The external USB battery I planned to use is the MAX Oak 50,000 mah battery.
It also has the option for 12v output

How can I setup both cameras to record without splicing into the car.
It is for a new bmw 2016 x3 that I do not want to tamper with since it is still under warranty.

About your only options are to never let BMW know about or discover the install, OR to let the dealer do the job with specific written instructions on the service order that they will do it in a manner which does not affect the warranty or conflict with any existing laws. What you'll end up with is anybody's guess but you'll then have a legal recourse available to you should you need it. Of course they can also turn the job down since it exposes the dealership to unnecessary liability which no good service manager would ever allow.

Sometimes you don't get any good choices but are left with choosing anyway.

Black wire goes to earth, the red wire needs power from the reverse light circuit so that when you put the car into reverse the reverse lights come on which then powers the rear cam, once the rear cam gives a video signal the camera changes to that input and is recording the reverse cam feed

the camera is 12~24v and not USB powered

The advice above was from @jokiin . Also watch YouTube videos here compliments of @niko :

One camera can work / record at a time, either front or rear.
With 12V power bank you can install your system the way it will not interfere factory warranty. You need to split 12V output into two wires. First you use for powering main unit and to second wire to power rear camera but adding switch to it within your reach. Every time you engage rear camera via switch the rear camera will be recording until you turn off switch. Yes, it need some additional installation but at least you will not tamper with your car original wiring.
