For example, by using a Raspberry Pi?

I'm looking for a Dashcam that can do the following basically...
* Front and rear camera feeds onto one SD card
* at least 720p front, 480p rear
* WiFi to view from phone
* GPS
* Motion detection
* low power Parking mode
* power for at least a week, ideally 3-4.
* Info text overlays
* Secure access, perhaps over SSH, for on the fly configuration and fixing
* auto upload to Google Drive when attached to an open hotspot or my home network

Yes, it has been done. There are numerous examples to be found on the internet.
Many conclude that a good quality commercial dash cam will provide better results if and when you actually need the footage for a legal or insurance matter but the available components have been improving since someone built the first Raspberry Pi dash cam several years ago and it can make for an interesting project. Just don't expect the level of performance such as low light capability or level of firmware development and sophistication that you will find on one of the better quality recent model commercial products. Some of the capabilities you are seeking may be possible but hard to achieve in a DIY effort. A stealthy installation could also be a challenge.

Here are a few examples.
