When I remove the micro card before shutting the cam off my computer can't read the MP4 file.
If I shut the cam off first and remove the micro the computer does read the file. Is this normal?

Most likely. If you remove the card while the camera is actively writing data to it all sorts of bad things can occur.

Learning something new everyday, it does corrupt the file.

a good analogy is if someone is writing something down, and you rip the pen out of their hand before they're done, you probably won't be able to read what they were trying to write.
