What is wrong with the back light of the car.
That's is not a lose ground connection.
 
I think it's just normal LED light, that is one way to adjust brightness.

Yes it's called PWM. Cameras have a hard time with it. Shows up different for different kinds of LEDs. For example, check out the LED display integrated into the hood of my RC car in a thread here called "a different kind of dashcam"

Yes i noticed that, i didn't think that when i ordered gps speedometer for my dashcam to see, if it flickers too much it's pretty much useless.

Just looks like a bad earth/ground. Most UK Fords suffered from that in the 50's, 60's and 70's once they got to 3 or 4 years old.
 
It's a stroboscopic / rolling shutter effect.
