He could stop on red light but why would he

Unfortunately, the whole world has learnt that speeding fines are the quickest (and legal) way to make money. They only adjust the speed tolerance enough to minimise the backlash from voters.

Here in Portugal, everytime I hear the State wanting to do something to come down on infractors, the only thing they care about is speeding and DUI, which are the lowest percentage of committed infractions but the ones that cost more money to enforce. I believe that most of the time, the money they spent on those operations is not covered by the money they receive from the fines. They could make a ton of money with stop sign runners, wrong roundabout circulation and illegal parking, which are the highest percentage of committed infractions, and all they have to do is stand near any stop sign or roundabout and "cash in". Roundabouts can also double as illegal parking enforcement because there are a lot of them that were turned into car parks exactly because there's zero enforcement.
Don't try to understand the portuguese authorities' logic on road safety matters because not even we can understand it.

(...) any over-speed tolerance written into law but most places give you small tolerance in enforcement (...) But without enforcement it is meaningless, and enforcement here is so bad that you can't drive 10 minutes without seeing at least one (and often several) cars going at least 15 over  Maybe 5-10% of us attempt to not exceed the speed limits while everyone else sees it as more a suggestion than a rule to obey

Most traffic signals here in SC have a 'delayed green' in which for one to a few seconds, all directions are red. Red-light cams are rare, count-down pedestrian signals uncommon, and you get only one solidly illuminated light color at a time; no warning of an imminent green or yellow, (...)
You may not know it but you've just perfectly described Portugal. ;)
