Early morning fun in I-95, south of Baltimore

I'm grumpier at this time of the morning, and more prone to use the horn.


I was confused where the small pickup/suv came from? I was watching to see if the truck first up on the temporary on ramp would pull out, and had slowed down.

It appears the SUV was outside of the temporary lane, either by mistake, or possibly a construction worker?
(I don't know if the construction worker wearing the reflective stuff you see moving to the right was waving that vehicle back into the temporary lane, or asking his buddy to bring back coffee and donuts?
