1080p@30fps vs 720p@60fps

Which is best?
I appreciate definition is obviously better on 1080p but would the 60fps be better for number plates on moving vehicles etc?

great 720p60 is better than poor 1080p30, very rarely do you see great 720p60 though

Light gathering at night ought to be pretty good if the whole 3x5mm (ish) sensor was split into 1280 x 720 pixels of 4.2mm (17.6sq.mm) instead of 1920 x 1080 pixels of 2.8mm (7.8 sq.mm) or 2560 x 1440 pixels of 2.1mm (4.4 sq.mm).

Unfortunately most of the 720p we see is cropped from a larger sensor, so loses field of view while gaining nothing in night capability from pixel size and losing light-gathering from fast shutter speed.
 
720 has half the number of pixels compared to 1080, it doesn't have enough resolution to read a plate at a descent distance and while the 60fps does give you more chance of reading at closer distances there is always a lot more motion blur at closer distance so the 60fps only helps in full sunlight when you are driving fairly slowly. Even 1080 is a bit low on resolution but we often put up with it because there are some very fast/sensitive 1080 sensors available which are not available in higher resolutions.
