They just point their phone/tablet at the vehicle license plate and the ANPR app displays all the info on tax, insurance, testing, etc. They don't even have to read it, an alarm will sound if there is something wrong.
If they have a car with ANPR cameras built in then they don't even have to do that, the info will pop up on their dash.
For the public, it takes a little more effort, we have to type the license number into a web browser. However, it does avoid all the paperwork, physical mailing of stickers, and applying the stickers to the windscreen, so overall it is easier with less waste to dispose of.

This seems to be yet another sad example of the overzealous Big Brother surveillance state mentality prevalent in the UK today. The British people are literally among the most surveilled and scrutinized on the planet lagging only Communist China in magnitude.

And please don't just make things up out of whole cloth if you don't know how they function in my country. Nobody sends safety/emissions/insurance stickers through the mail as this is handled directly by authorized inspection stations at the time of service. And there is no "paperwork" as that part is recorded and conveyed to state government electronically. A physical sticker identifies the vehicle's status to any authorized party even if your vehicle should happen to be in another state or a part of the country 3000 miles away and even if they are not part of our local law enforcement system.

It is always amusing how you are so smug, ignorant and disdainful about how things work in a nation like the USA which is thousands of times larger in size and population than a tiny country like the UK and is made up of multiple jurisdictions, each of which has it's own laws and regulations regarding vehicle safety inspections, insurance requirements and documentary approach.
