I believe that a possibility to write data onto two memory cards in parallel (the same data at the same time!)

This is an illogical idea.

An obvious use case is: after an incident/accident, you give one memory card to road police

It is also illogical, suddenly you will have information compromising you on the memory card.
According to Russian laws, you are not obliged to transfer anything to anyone at the scene, since there are incident investigation teams in the police department for this, everything is done there.
