Bad image quality in sunlight

Has anyone else seen this? Had this on what I assumed to be a bad unit, then sent it back, and the replacement unit has the same problem!
 
could you post a picture?
Could the polarizing filter help?
 
If the image are too bright and washed out the problem might be the EV value set too high.
Then again with a new camera i assume come with default values this should not be it.
