Are there any dashcam's on the market that operate just using a built in battery?

Actually, the Mobius camera, an action camera that is also an outstanding performer as a dash cam will run for two hours on the built in battery. That's not how most people use them for dash cam work but it works quiet well for two hours or so on battery power if desired. The Mobius is usually used as a dash cam with the optional super-capacitor. Traditional dash cams that use a battery will run for maybe ten minutes on their internal battery which is usually there to make sure you save the last file on shutdown.
 
The Mobius draws between 0.3 and 0.4 amps from USB per my measurements. That comes out to 2 watts. So you could use a Mobius with a USB battery pack and get a long run time
 
An external battery bank is another kettle of fish altogether from the OP's question about dash cams that "operate just using a built in battery", but yes, you can get extremely long battery operated run-times that way. It doesn't need to be a Mobius. Recently, I ran some tests running an SG9665GC (about 1/2 amp draw) using two different (not brand new) 20,000mAh power banks and was able to run the cam continuously for between 44.5 and 52 hours .
