Bit rate: High or Medium or Low?

I am not sure what's the difference between the three bit rates on a normal continuous recording.

Will there be a difference in quality and file size for each of them?

Bit rate is an indicator of how much data is transferred in a given time period (BPS = bits per second). Higher bit rates transfer more data and will give better video quality and larger files.
 
Just found out that the following.
2560 X 1440p , 30fps :
15 minutes video comparison across the three settings.

Low bitrate - 2 GB for 15 minutes
Medium bitrate - 2.9 GB for 15 minutes
High bitrate - 3.4 GB for 15 minutes

I think I would go with low bitrate during parking mode as it would give the longest possible storage out of the memory card. Medium or high during driving.

Any recommendations anyone?

I think it uses a lower bitrate for parking mode anyway, A129 certainly does.

If you drive mainly in the city at low speed then you won't see much difference between low and high, if you are driving fast under trees then you want the high setting.
