Camera out of focus when I needed it most

Someone hit me but I cant see his license plate number because the camera is out of focus. Good thing I spent a lot of money for it. Saw this is a known problem, I'm so mad that this is the second camera that I got (1'st one was faulty) and from a different seller, and this one is also faulty.

picture is obviously cropped and compressed but even so I don't know that the original would look much better

This is a crop but the quality is the same as in the original file. when I got the camera it was ok when I reviewed the videos. But I didn't looked at any videos since then.

This is not a problem of a dirty windshield or reflections.
