Can the OBDII plug that Im using to power my dash also double as a code reader?

Just curious if something like this exist? My OBDII plug (advertised as a "Constant Power Cable") has 2 usb openings. Wondering if I can plug this into my android and if there are any apps that can read codes.

Nevermind, I just realized the obdII that powers my dash has only 3 prongs, assuming these prongs are only to supply power.. whereas a normal obdII has prongs at each opening.
