Charging my mini 0803

Hi,

I have a mini 0803 and I have questions about charging.
It's a mini 0803 with a GPS logger.

I can't charge it through the usb port on the mount, it works only with the usb port on the camera.
On internet I have seen photos where the usb port on the mount was used.

Is there a defect on the mount ?
Or the manufacturer may choose to get power from any usb port ?
