Does CPL filter inhibit the camera from moving up/down?

I've read on the ebay site for the CPL filter that the plastic filter renders the camera unable to pivot up/down. Can anyone verify this?
 
the camera can still pivot up and down with either filter, moving left and right (A119 only, A119S does not do this anyway) is restricted with the genuine filter, the estore one is something they had made themselves and is a self adhesive plastic filter which sticks over the lens
 
Lens movement up and down is no problem. Left and right movement is restricted while the CPL is on. Once you set the direction of the lens, you should be to move it anyway. You can always remove the CPL (simply unclips) and adjust the lens angle.

with the fixed CPL the limitation for side to side movement is more of a practical one, if moved too far you'll start to get the edges of the filter in the picture
