Can someone tell me where the format button is on this camera ? As I can't find it anywhere .

There isn't one. You format cards either with the BV Viewer software or your PC's operating system.

User manual talks about formatting on page 42.

This is the most retarded thing I've ever witnessed. Why would they remove a basic feature that's on every other blackview Camera ......FFS ....And they don't even let you delete or format on the remote cloud feature ....this has to be the most retarded tech company ..ever... Now I have to downgrade. FFS
