HK3 Hardwire Kit and Low-Voltage?

I know that when the HK3 hardwire kit detects low voltage it will turn the A129 off. But what has to happen for the HK3 hardwire kit to restore power to the A129? In other words, if the battery is remotely charged, say with a trickle charger, and I raise the voltage above the cut-off setting will the A129 turn back on or does the ACC switch have to be on as well?
