how to set up for when power is on the camera is recording

I have an older cdr840 and noticed when traffic speed is very slow like rush hour speed, the camera did not record an incident as I guess it decided we were not moving, I had video before and after the incident, as a lady decided to merge into me, but the traffic was moving so slow, it stopped at the moment of impact, does the motion selection allow for recording while stopped?
