Yes it was brake failure, and if I remember right, someone with little to no experience with big trucks or even expired or revoked commercial driver license.

THere was another video that showed the same dump truck on top of the hill. The driver should have stayed there but choose to go down the hill. Hill + bad brake + inexperience = dangerous wreck happening.
