Yes it is a full blown 4K dashcam, it and the Thinkware U1000 and the Viofo A 129 PRO are the 4K dashcams in contention at the moment.
 
It is real 4K, but it records at a low bitrate, so the image quality is not fantastic.
 
The ROVE Stealth 4K PRO is also a true 4K dashcam, it records pretty good quality video and they're even an IL based company to add icing onto the cake. It also does stereo sound as well. Here's a timelapse video I shot with it.

 
The original of this dashcam is AZDOME M06P, on HiSilicon HI3559V200 processor + OmniVision OS_08A10 8MP sensor
Shipping prices on that are insane, of course they would take it and then customize the firmware to their liking. The odd thing is their store seems to be within a liquor store which was also an old strip club. Oh well, it's reliable ,records good video and audio quality and they have top notch CS.
 
There's been lots of "re-branded" dashcams, many of which the only firmware difference was the logo on the splash screen at boot-up. It doesn't mean anything really'- few if any of the brand names we know own a factory or actually design the cams or firmware they sell. Just be aware that even though two cams seem identical, attempting to load a firmware from someone elses version may brick the cam.
