Well,I dont know how it is in US,but in Serbia is like this(we are in Europe but not in EU yet).
We have a priority to obey them when we drive
From highest to lowest:
1.Police officer(official person)
2.Traffic lights
3.Signs
4.Right side rule(When there isn't any sings,one who pass the intersection first is one who comes to you from the right side)
When there is 1.You obey them regardless 2,3,4
When there is 2.You obey them regardless 3,4
And so on...you see the pattern
It means "crossing with the road/street with the right of way".Sign is basically an intersection bird's eye view,and bold line is street with right of way.Hope I explained.
