Live View Through Cloud

Is live view through the cloud possible, if the dashcam is connected to a car's hotspot?

Not possible. I don't think any camera does this. Your hotspot would have to have a solid 4G/5G connection and of course you better have unlimited data.

I got it working with Viofo and Garmin via a Pi Zero W 2 and a hotspot. It only needed 1 megabit

Blackvue does this routinely. You can watch video live through the cloud. BV will push "Live events" to you wherever you want... Phone, tablet, etc. This is orchestrated via the cloud.

As you mentioned, it doesn't take much data to push some "live events" to users. Of course if someone went overboard with such practices, it would use more hotspot data and more cloud space.
