low light videos look horrible, help please

Hi guys i just got my xiaomi camera and i have been playing around with it, the video in high light is good but in low light it sucks it has some kind of layer on top of the video that makes it so noisy i would love if you guys tell me chat i should edit to make it better the model is z23l and the firmware is 1.2.12 i attached a sample video for you guys thanks in advance

You must have the wrong video there. I don't see anything like you describe.
And the name of the file says 1080-60, whereas the video is actually 1080-30 at less than 3mbps.
 
that is the video my friend it is frames here is the prrof http://prntscr.com/8h5tw5 , if you look at the video closley you will see a layer of kibnd of white dots on the video and in the last seconds the quality looks like **** , i guess this is just what it can do in low light
 
I don't understand the word,"kibnd".
I enlarged the video over 200% and stepped thru it frame-by-frame.
I don't see any white dots at all.
I took a screen snapshot as evidence. It's attached.

thank you for your reply mate , well the first seconds look a bet hokey but once i open the door where there is a low light it becomes crappy , here is an example http://prntscr.com/8h682a
 
I know exactly what OP is talking about, but that video doesn't show it well. It almost looks like a compression artifact, where darker objects "dissolve" during the next few frames after movement. Like a kind of noisy overlay. I'll try to record it and post it. Also 23L btw. Which doesn't seem to have the IR filter as well. Is that grounds for replacement?

exactly my friend thats the issue i am having i guess the video i posted isnt showing it well , hope yours will make it clear , as for the IR i dont think its a big problem
