Nice find. I've had good results with my Lukas 7900 and a CPL. I have a B&W CPL 52mm attached using a step up ring

from 37mm to 52mm so it changes the appearance of the camera to a large degree. This does completely illuminate vignetting which I think is a plus.
I'm have no idea who makes the CPL sold by LUKAS but I would imagine it's an economy brand which may not be the best choice. With these filters it's always best to go with the best one your budget allows.

why just a step up ring from 27mm to 52mm, coincidence?

I have from my Canon 58mm, 27mm to 58mm which is too large?

I already have many 52mm filters so I got a step up ring to use them on the LUKAS which takes 37mm. Now the LUKAS can use all the 52mm filters I have.

Actually I just ordered another CPL and step up ring for my second LUKAS LK-7900. I find that the availability of quality polarizing filters in a range of 52mm is greater while still small enough to keep the price down. Again the step up ring will completely avoid vignetting that can be slight using a 37mm filter. I have large CPL filters for my DSLR telephoto at 72mm and they can be rather expensive. I can also imagine what one of those would look like on a dash cam if they even make a step up ring for that combination.
