Yes this is indeed normal for all cams, but I too have DOD cams, and if you go into settings(menu) and select loop recording you can turn it off. Thus recording 1 file until the card is full. Or you turn off the dash cam....

It is best for dashcams to have smaller files so that when the card 'loops' and overwrites the old recordings you lose only a few minutes of the oldest parts. If the entire card looped just after an incident occurred you would lose everything leading up to the event and the incident you wanted too Also if a file were to be corrupted, having many smaller files means that you lose only that one, and not the entire card contents. The card recording format also plays a role here, as each type has limits on how large the files can be to be recorded properly, and having a too-large file might cause it to malfunction. FAT32 cannot support files larger than 4GB so if that file size is exceeded either it will be corrupted or the cam will stop recording- not what you want to have happen with a dashcam.

Almost all of the video viewing programs will let you play the smaller files in sequence if you want to experience a start-to-finish recording. There is usually a 1/2 to 1 second overlap between files so that nothing is ever lost during looping, and many viewers will let you remove the overlap portions so that it looks like one seamless movie It's all something of a workaround solution but it works very well so it's how almost all of us do it.
