Night footage changes image gathering strength when the road changes to a lighter color.

The road was black as it was just resurfaced. When the new tar ends and the old faded tar that is more of a grey color begins the maxi shifts color and brightness of the whole scene. Even the grass is easier to see.

The light gathering changes yet again maybe because a house has lights on later in the video.
Firmmware needs to fix this.

This has virtually nothing to do with "image gathering strength" or firmware. The grey pavement is simply reflecting more light than the fresh black tarmac. This is basic physics. Black absorbs light. White reflects light. Grey will reflect more or less light depending on the shade of grey. The camera does its best to provide an image with the amount of light it can see.

This is also the reason black surfaces become hotter under sunlight than white surfaces.

What I see mostly is a change in reflectivity of the scenery within the main area illuminated by your headlights.

At the start of the clip, the right-hand verge has short grass and a ditch. As the road surface changes, so too does the verge. The grass is both taller and closer to the car, so it appears to shine brighter.
