Parking Guard frame rate

All my parking guard footage shows video is 720p 30fps. The manual suggests it should be a low frame rate. Videos vary in in length from about 12 seconds upto 30 seconds. I have always assumed the longer videos are where the motion detection has been triggered.

What do others see in the codec information for parking guard files?
 
From mediainfo, 120x720 @ 30fps. High@5.1 (CABAC/1 Ref frame). No audio stream.
