Right of weight,,,, in the most bad way

Hooves don't count?

This reminds me of one of the early laws regarding automobiles in the US. The driver must have a person on foot walking ahead, carrying a lantern, to warn people it was coming. Kind of negates the 'speedy' part.

A decent sized shire horse can weigh 1.1 tonnes, so I guess that using horses instead of the traction engine might actually increase the weight on the bridge!
 
Not to mention the 'pollution' left behind by the horses....
 
Just before the car came out, in many cities it was pretty hard to not step in something.
The British even had the great horse manure crisis of 1894, and NYC was once nicknamed Big Crapple,,,, for good reason.
