That's the ancient MPH K-15.
Funny enough, the clip shows them going 78 mph, but because of the way the radar gun is set up at an angle which would cause issues with cosine error, in reality they would actually have been going even faster than the radar gun showed. The gun looks to be angled at about a 45 degree angle across the road instead of directly at on-coming traffic as it's supposed to, which means the car would have to have been going at ~110 MPH to display 78 MPH on a gun that's angled that way.
Furthermore, when the car passes by the radar gun, you don't actually see a speed displayed on the radar gun at all. Assuming the gun is on, that's not super surprising given the age of the gun and the fact that it's angled so far. (It was probably just not transmitting for the movie though, lol.) When they cut to the closeup of the vehicle speed, you can see the red LEDs lit up showing 78 MPH, but you don't see the display lighting up when the car passes. Check out this video of the K-15 doing a tuning fork test.
The 78 MPH closeup shows the vehicle speed, but in practice a moving car's displayed speed would be dropping as it passed that close, again due to cosine error, and so it wouldn't be a fixed number on screen like they showed.
