Thinkware OBD Installation Cable
with the
Cellink NEO - Faster and Smarter Battery pack

I don't think that is possible without some major modifications to the OBD-II cable.

don't pull power from your OBD port, they are only rated for 2A output

Correct, OBD is only rated for 2A output and wouldn't be enough to charge a Neo!
