Trouble Registering on car-dvr.info

When I try register I get the below screen and my entry fails. I'm confused as to what it wants.

Did you fill in the last section? It's blank in your screenshot. There is usually a "how to register" page or "FAQ" section which might help you figure out the problem.

now that you know what the questions are and where they are best to try signing up on the Russian version of the page rather than the translated version

I did and when I hit the go button it goes blank like its switching to logged in but hangs. I tried chrome, IE and FF. I got the play it sound in IE. I left it in the hung state for an hour to make sure it wasn't lag.
Maybe Trump has them ticked off.
