I see. Well that seems to be the case for new applications. But there are acceptable variations for existing sites:
"if they meet the Requirements for Authorisation... that were current when the site was last accepted."

This is strange, I recently took some one else's car for MOT, which it failed on e brake and battery clamp missing, but there was no viewing area and no monitor to watch test being done, in fact waiting area was a tiny room next to reception no radio no tv, was even cold and heater had control knob covered with margerine tub so couldn't be turned up, lighting was almost non existent couldn't see magazine to read, first time I had ever been there, went back for retest to be sent away as nationally dvsa computers were not working and these people didn't even seem to know the procedure was to issue written paper one
