Will unplugging or re-plugging in the rear camera while the unit is powered damage the system?

It won't damage the system, the camera will verbally mention that the camera has been Disconnected / Connected and reboot.

I have done it plenty of times with my F750 - still works fine.

How long does it take to fully reboot and start recording again once the camera is plugged in?

Plugging the rear camera in while it's powered doesn't seem to be a problem. The camera will detect it and do a reset.
However, I have seen cases where a customer shorted the rear camera by unplugging while it was still on.
He could actually hear some distortion/crackle on the front speaker when he unplugged it.
We replaced the rear camera under warranty but still might be good practice to unplug the power first, wait for a complete shut down, and then unplugging the rear camera.
