Using a battery pack for dashcam

My current set up is a dashcam with a motopark multi safer on cadillac ats.
It seems that Multi safer stops feeding the dashcam when the car is at stop (auto start/stop feature). Im not sure if i want to set Multi safer lower than 12 v for cutting power limit. The volt does go below 12.2 at times at stop then go back up to like 15 v while driving.
Since my car comes with a normal house outlet, can i have the battery pack charging from outlet and connect the dashcam to this battery?

It would be Car outlet -> battery pack -> dashcam.
My guess is when car is running, battery pack will be charging. And when parked with all the electronics powered down, dashcam would be running off of battery pack.

Sure you can, as long as you get the right battery pack. Some packs will allow pass though other will not. You also have the get the proper pack to minimize possible heat damage.
