Originally made for audio, reaper can do some simple video editing. You can do picture in picture and and add text, basically everything I'd want to do to edit a video from my dashcam. Great thing about it is that it'll handle just about any video format, the installer is tiny and it doesn't have intrusive copy protection. The license is cheap, but even without a license it's fully functional
