So if the voltage cutoff of the HK4 is reached and the camera powered down buy it, is it a quiescent 0.04w that's still drained from the battery, or 0.27w? Hopefully the lower number... !?

It will be a lot less than either of those once the low voltage cutoff has activated, less than the battery self discharge, so not worth worrying about.
