Perhaps a run of UV glue along the leading edge might help to hold it in place?
My favorite 2 semi-permanent adhesives are silicone sealer, and either "Shoe Goo" glue or hot-melt glue (both these are similar once cured but the first goes on cold). Ithink if you used a dab of any of these on the lens barrel it would add enough support to keep the 3M from peeling away at that end, thus it would maintain it's strength. I don't think 'off-gassing' during curing would be a problem as this is quite well open to airflow unlike mounting a filter on a lens assembly. And in this case my preference would be "Shoe Goo" to start as it films over in an hour or two but is nearly as strong as hot-melt glue when fully cured.
All these can usually be peeled off most surfaces if done carefully when you want them gone, but deep textured surfaces may not go so easily. A finished 'dot' of ~2-3 mm would be plenty strong for this purpose with all three adhesives.
