Why?

According to cars.com, most of the VW's have had an approved "fix" developed for them which brings them into compliance with emissions laws. So almost all of them will be back on the road with some reduction of power and fuel mileage. I don't know who is selling the ones they bought back or how, but it's sure to reduce new VW sales to some degree due to the sheer numbers involved.
