Wifi and GPS

I see the Blueskysea B4K has wifi mode and GPS. Does it use your phone data for either the wifi or the GPS? Does the dashcam act as a router to transmit videos within a certain range? Are there places the wifi and GPS wouldn't work?

No, built-in WiFi and GPS module. And dash cam WiFi cannot access internet!

B4K not a cloud-based dash cam. and its WiFi cannot access internet; But you can download video clips to your phone memory after WiFi connection with your phone and within the WiFi working range, about 5m ~ 10m I think;

You can disable WiFi and GPS function in the screen menu if you close the places with NO WiFi/GPS permissions!
