The 3CH A329T comes with a CPL filter in the box for the front camera. The rear and telephoto filters (CPL-600) are optional extras, which I intend to purchase.

What are user's experiences on whether the rear and/or telephoto cameras are better with or without a CPL filter?

If you want to see through other people's windscreens then the CPL is worth having.

Not sure that seeing thorough other people's windscreens is worthwhile for your own insurance claims, but if you want to report dangerous drivers to the police, then it can definitely help to prevent damage to other people and their vehicles.

General opinion on the telephoto is that it works fine with a CPL, though normally doesn't require it for removing your own dash reflections. I imagine that in some low light conditions. the CPL will add to the motion blur and miss a few plates that would otherwise be read, but it does appear to have less of an issue with that than the main lens. On the rear, I think it depends a lot on your vehicle, the angle of the glass and the reflectiveness of the parcel shelf.
 
I don't have the Telephoto cam (yet?) and I do not have a CPL for the Cabin cam.
The Rear cam also has a CPL. I also have factory tinted rear glass and the system is installed
in my pickup truck, the Rear cam is mounted to the glass, and I get no reflections.
I did notice the video from the Rear cam is slightly darker so I bumped the exposure
up from 0.0 to +0.3 and that appears to balance the 3 cams nicely.

I can remember how much I liked having a CPL on my Nikon as well as the ability to remove
it when I wanted, and I can do the same with my Rear cam.

They are not that expensive - maybe try it with and without and see if you like the results?
 
I tested the telephoto lens with and without the CPL. With the CPL the image turned out better.
With the sunlight coming from specific angles, I had noticeable reflections.
The CPL removed it.
For the rear CPL it will depend on your car and the glass.
Some will need it, others don't.
 
My RTC300 and RTC420 telephoto cameras have a CPL filter installed.
Maybe it's not needed there, but I like the video quality with a CPL filter better.
I've never installed a CPL filter on the rear cameras, because my cars don't need them.
Some car models can't do without a CPL filter on the rear camera.
