Event Recording is NOT affected by the setting Normal Recording, no.
It is, however only active when the period for going into parking mode enables and not while Normal Mode is "running". It is, but no capture of events until it switches itself to Parking Mode.
Parking Mode and Event Mode will follow each other when you switch off Normal Mode, but keep in mind that it takes around 10-15 minutes to switch to Parking Mode. And in the time between, there's no capture.
Tested on my 650S-2ch according to manual.
