The app (or the battery pack) tends to under report the charging volts by 1V or so, but your first screenshot shows a charging voltage of 10.2V. That's an extremely low voltage to be a good charging voltage for the battery pack. I assume that was with the car's ignition turned on, but the vehicle's charging system was not running (engine not running)?
The BlackVue settings are valid, but you can turn off the "Low Voltage Cut-off" setting when the dash camera is connected to a battery pack. You still need to have the "Battery Protection" toggle switched enabled otherwise parking mode won't work. If your dash camera was being powered by the vehicle's starting battery instead of the battery pack, you would need to set the low voltage cutoff value then to protect your vehicle's battery.
The battery pack's "Settings" look like the standard settings except you've reduced the max charging amps to 7.5A. That's a valid thing to do if you don't want to stress the circuit you've sourced your battery pack's charging power from with a full 9 amps.
