I noticed that the time on my dashcam files is 12 hours early. I'm away from my dashcam documentation right now, so I'm asking how I can set it so the date rolls over at midnight instead of noon.

Are you sure you are set to the correct time zone, once that is done the system could set time / date according to that and GMT standard time from the satellites.
I am not aware of any system that have a option to change time at noon, 12 hour cycles i think are supported by most, but the date should tick over at midnight and not noon

It could be a bug, i will suggest you try to run with a 24 hour setup to see how that pan out.

I'll state the problem in a different way:

When I looked at the videos of my last trip, the timestamp on the videos would read say, 3AM on September 5 but the video was created in full daylight in the middle of the afternoon on September 4. I was driving in Nevada at the time. I just started noticing the time difference after I installed my new A119 V3.

It sounds like you have not set the timezone. GPS satellites supply the camera with accurate time and date based on UTC (basically United Kingdom time), but you have to manually set what timezone offset you are in, on the camera menus.
