Prem CC, the fees are okay, the client side security isn't - cloud based is never secure.
I do most of my editing on Edius, which now needs online authentication for the regular version, and only on install for the Workgroup version, which is twice as expensive as the regular version.
If you're looking for 'free' apps, you can try DaVinci Resolve Lite from Blackmagic Design - powerful, especially in colour correction, but needs good PC preferably with Cuda based GPU card.
Lite version has none of the noise reduction tools enabled, and IIRC, will do UHD4K but not DCI4k, and will reject files with anything less then 48kHz audio.
You can also try Lightworks - one of the oldest continually developed NLE's, also very powerful. The 'free' version is limited to maximum 1280x720 output.
And if you've got the time to set it up, there's always VirtualDub, which I still use to quickly process the footage from my Pentax K-01, to covert the audio from 32kHz to 48kHz so Resolve will accept it.
