HK4 Hardwire 2003 Buick LeSabre

Got a viofo dashcam and wanted to hardwire into my 03 LeSabre with the HK4. I figured this wouldn't be an issue but I ran into some problems.
Two fuseboxes, one inside, one under the hood. Inside fusebox only has 6 ignition fuses, and the tap won't fit on any of them (too wide due to wire or the fuses don't fit due to relays), plenty of good easily tapped continuous fuses here though.
Under the hood fusebox has a good tappable ignition fuse, and putting aside having to get through the firewall I have issues with the fusebox. Under the fusebox is a second plate that says "Remove and Discard this cover for Fuse and Relay Servicing." I couldn't even figure out what this plate is called, it's just clipped onto the bolts and just pulls off. If I tap the fuse (the 15a) the fuse now exceeds the width of that plate, can I just make a cutout so it fits back on, or can I just not put that second plate back in (not sure if this is meant to waterproof)?

Ok you need accessory fuses. The ignition fuse is a no no. The fuses under the dash are ideal. Look for power window or lock fuses or something similar. I've had my T130 running 24/7/365 for the past 2 years.
